Messing with other peoples gameplay should be something that is high skill, high risk, and thus high reward.

If youd want to add power, always go for a route that enhances own gameplay experience but does not drag down that of others.

I think it's an example of a decision that creates poor game experience. It takes no skill, no aim and it messes with the flow of the gameplay for people against it. Especially the last 2 are very very annoying.

You have full ability to do something about it. You can smoothly continue what you are doing all the while knowing your position might be compromised.

Youre not stunned by a no skill no aim "free" ability. When a Bloodhound scans you, you notice, but you can still go about your gameplay. Because it becomes oppressive annoying and infuriating to play against. If you design an ability that is disrupting gameplay for someone else you have to be very very careful. This is again an example of poor game design.
